Lobbying Methods Provided by Law
Under the Law of Ukraine “On Lobbying,” a lobbyist must conduct activities personally, using only methods expressly provided by law. These methods are designed to ensure transparency, accountability, and legality in interactions among business, the state, and civil society.
The law allows lobbyists to use the following methods:
– Direct or indirect communications with the object of lobbying (representatives of public authorities, MPs, officials) on issues within the subject of lobbying.
– Preparation and dissemination of analytical materials, policy papers, proposals, reports, or research findings related to the lobbying topic.
– Participation in public events, conferences, and discussions devoted to matters that constitute the subject of lobbying.
– Inviting the object of lobbying to take part in meetings, forums, conferences, or other events where relevant policies or decisions are discussed.
– Organizing public events and information campaigns aimed at disseminating information or facilitating discussion of issues within the subject of lobbying.
– Using other methods not prohibited by the Constitution or laws of Ukraine, provided the principles of integrity and transparency are upheld.
The law emphasizes that every action by a lobbyist must adhere to the principles of legality, professionalism, responsibility, transparency, and ethics. In effect, lobbying in Ukraine is evolving into an open, regulated process that recognizes the right of business and civil society to influence public policy through lawful means.
