Ukraine’s Lobbying Law Comes into Force on September 1
On September 1, 2025, Ukraine’s Law “On Lobbying,” adopted by the Verkhovna Rada in 2024, enters into force. For the first time in the country’s history, this legislation creates a legal framework for transparent representation of business and civil society interests in the policymaking process.
A key element of the reform is the launch of the Transparency Register, to be administered by the National Agency on Corruption Prevention (NACP). All lobbying entities and their clients will be entered into the Register. From now on, any interaction with public authorities aimed at influencing legislative or regulatory decisions will be subject to mandatory registration and reporting.
The law also sets clear rules for conducting lobbying activities: regular disclosure of meetings with government representatives, identification of beneficiaries of influence, and submission of reports on expenses and thematic areas of activity. Violations of these rules will, in the future, entail administrative liability. At the same time, business associations and international partners emphasize the need for an adaptation period so that companies can develop internal procedures to comply with the new standards.
The introduction of the law is part of Ukraine’s anti-corruption commitments to the European Union. Transparent lobbying is considered an important element of the democratic process, allowing businesses and civil society to legitimately influence political decisions while eliminating hidden arrangements.
