Parliamentary Tax Committee Supports Bill to Remove €150 Duty-Free Threshold on International Parcels
The Verkhovna Rada Committee on Finance, Taxation and Customs Policy has supported draft law No. 15112-1, which proposes changes to the taxation of international parcels. The bill is recommended for consideration in the first reading, with further revisions expected.
The proposal предусматриває the removal of the current duty-free threshold, which allows individuals to receive goods worth up to €150 without paying VAT. If adopted, VAT would apply to all parcels regardless of their value. At the same time, the implementation of these rules depends on amendments to the Customs Code and the development of the necessary electronic systems, so the changes are not expected to take effect earlier than 2027.
The initiative is part of a broader package of tax measures linked to Ukraine’s commitments to the IMF. The government expects that taxing parcels could generate additional budget revenues. Another stated objective is to create more equal conditions for domestic producers.
At the same time, the potential impact on consumers and businesses is being discussed. In particular, this may lead to higher prices for goods purchased from foreign marketplaces, as well as increased workload for customs authorities due to a higher number of taxable shipments.
