The National Association of Lobbyists Launched in Ukraine
On September 16, 2025, the official presentation of the National Association of Lobbyists of Ukraine (NALU, Ukrainian National Lobbyists Association — UNLA) took place in Kyiv. The Association’s mission is to promote transparent and ethical lobbying practices, protect business interests, and strengthen Ukraine’s role in international communications.
The Board of the Association is chaired by lawyer and Head of the Information Policy Committee of the National Association of Advocates of Ukraine, Oleksii Shevchuk. Other members include well-known legal and management professionals such as Olha Prosyanyuk, Managing Partner of the law firm AVER LEX; Oleksandr Leshchenko, Head of Leshchenko and Partners; and Oleksandr Bondarchuk, Chairman of the National Association of Insolvency Officers, alongside other experts in law and finance.
The Association has already expanded internationally, with offices established in London and Zurich and a representative based in Brussels. This not only enables the promotion of Ukrainian interests within European institutions but also represents the first steps toward integrating Ukrainian lobbyists into the global professional community.
Importantly, NALU seeks to adopt the best practices of the United States and the European Union, where lobbying has long been an established part of political culture. The Association positions itself as an organization committed to applying these standards to avoid missteps and, at the same time, to develop a civilized GR services market in Ukraine. Members emphasize that Ukraine’s lobbying experience should become comparable to practices on Washington’s K Street or within Brussels’ lobbying associations.
Among NALU’s key areas of work are supporting investment projects, advocating legislative initiatives, protecting business interests in dialogue with the authorities, and facilitating the implementation of strategic projects in energy, finance, infrastructure, and digital transformation.
The launch of NALU marks an important milestone in institutionalizing the lobbying profession in Ukraine, advancing its integration into the European framework, and strengthening the global presence of Ukrainian GR practices.
