Ukraine has completed its first lobbying reporting campaign covering the first half of 2026. It marks the first full reporting cycle since the Law of Ukraine “On Lobbying” entered into force and represents another practical step in building a transparent lobbying framework in the country.
As of 2 August 2026, the NACP Transparency Register contained 202 registered lobbying entities, of which 174 held active status. During the reporting campaign, 284 reports were submitted, documenting 1,596 interactions with 103 public authorities involving 321 public officials. The reports also identified 220 lobbying subjects that were successfully matched with official legislative and regulatory registers, while an additional 540 subjects were described without a formal identifier.
The largest number of lobbying subjects related to financial, banking, tax and customs policy (747), followed by economic development, regulatory policy and property (501), and energy and housing and utilities (371). The most frequently engaged public authorities were the Verkhovna Rada of Ukraine (463 references), the Ministry of Economy, Environment and Agriculture of Ukraine (207), and the Ministry of Health of Ukraine (84).
Among all lobbying entities, The American Chamber of Commerce in Ukraine Inc. reported the highest number of interactions, with 437. The top five also included the European Business Association, Pro Advisors LLC, the Ukrainian Agribusiness Council, and the Association of Gas Producers of Ukraine.
The reporting statistics also indicate that the overwhelming majority of declared lobbying activities were carried out on behalf of beneficiaries without a lobbying agreement, while 94% of reported lobbying expenditures fell within the lowest reporting bracket—up to UAH 100,000.
At the same time, the National Agency on Corruption Prevention (NACP) continues to monitor compliance with lobbying legislation. As of 2 August 2026, the Agency had drawn up seven administrative offence reports for violations of reporting requirements, and one lobbying entity had already been held liable.
The first full-scale reporting campaign has produced the first comprehensive set of open data on lobbying practices in Ukraine. Information on lobbying activities, interactions with public authorities, and key statistical indicators is now publicly available through the NACP Transparency Register.
