The Verkhovna Rada Adopts in First Reading a Draft Law on Supporting Innovation
The Verkhovna Rada of Ukraine has adopted a resolution approving, in the first reading, Draft Law No. 4781-IX aimed at supporting and developing innovation activities. The decision was taken within the established legislative procedure and opens the way for further amendments and refinement of the draft before the second reading.
The draft law is designed to have a systemic impact on Ukraine’s innovation sector and on the state policy framework for supporting R&D. Adoption in the first reading signifies parliamentary approval of the draft’s core concept, while the detailed provisions will now be reviewed, revised, and potentially amended at the committee stage.
The legislative process involves examination by профиль committees, preparation of official conclusions, and consideration of stakeholder input. In the context of innovation policy, this may include contributions from business associations, sectoral organizations, technology companies, and expert groups proposing adjustments to the final wording of the law.
For business and Government Relations practice, this development is relevant as part of a broader legislative effort to shape incentives and regulatory conditions for innovative enterprises. The draft law may influence the framework for state support mechanisms, regulatory approaches, and the environment for research and technological projects.
At this stage, the draft remains under refinement. Its final scope and practical implications for the innovation ecosystem will depend on the outcome of amendments and the vote in the second reading.
The approval of Draft Law No. 4781-IX in the first reading reflects Parliament’s intention to systematically address innovation policy and creates further space for institutional dialogue within the legislative process.
