On April 22, 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 514 approving the Biomethane Production Development Program until 2035, along with its implementation action plan. The document sets strategic priorities for establishing a full-fledged biomethane market in Ukraine, expanding production capacity, and integrating into the European energy space.
The Program предусматриває scaling up biomethane production through the construction of new plants, modernization of existing biogas facilities, and the creation of incentives for investors. During the first phase (2026–2027), the government plans to establish the regulatory and institutional framework for the sector, including support mechanisms for producers, guarantees of origin for biomethane, and rules for its accounting and quality standards. At the same time, at least eight new biomethane plants are expected to be launched, contributing to further growth in production.
According to the Program’s targets, biomethane production in Ukraine is expected to increase from the current approximately 52 million cubic meters per year to over 1 billion cubic meters by 2030 and up to 2.1 billion cubic meters by 2035. The government also anticipates attracting significant investments into the sector, including more than €500 million by 2030, as well as increased involvement of international financial institutions.
A separate set of measures focuses on integrating Ukraine’s biomethane market with the European Union. Already in 2026, Ukraine plans to gain access to the EU’s renewable fuels database (Union Database), initiate negotiations on the mutual recognition of guarantees of origin for biomethane, and align national technical requirements with EU standards. These steps are expected to create conditions for the full-scale export of Ukrainian biomethane to EU countries.
Preconditions for implementing the Program have already been partially established. In 2023–2025, five biomethane plants with a total capacity of 52 million cubic meters per year were commissioned in Ukraine, and in February 2025, the first pipeline export of Ukrainian biomethane to the European Union took place. The sector’s significant growth potential is driven by the availability of feedstock in the agricultural sector and the capacity of Ukraine’s gas transmission infrastructure.
In practical terms, the implementation of the Program means the creation of a more predictable regulatory environment for businesses operating in the renewable gas sector. In particular, it involves the introduction of certification systems and guarantees of origin, simplification of grid connection procedures, development of state support mechanisms, and expanded access to European markets. For the agricultural sector, this opens opportunities for monetizing waste and by-products, while for the energy market it enables the gradual substitution of fossil gas and diversification of supply sources.
