On June 12–13, 2026, the international workshop “Community Resilience: From Data and Analytics to Practical Solutions” took place in Skhidnytsia, Ukraine. The event focused on the use of evidence-based approaches in community development and local government decision-making.
Ihor Novosad, Managing Partner at GR Consulting UA, participated in the panel discussion, presenting his perspective on the role of lobbying in building resilient communities and shaping public policy decisions.
The discussion focused on how data and analytics can be transformed into practical solutions within public policy and regulatory frameworks. In his remarks, Ihor Novosad emphasized that there is always an institutional and procedural pathway between identifying a problem and resolving it. Navigating this pathway requires an understanding of governmental competencies, decision-making processes, and the interests of all relevant stakeholders.
Particular attention was given to the role of modern lobbying as a legitimate and transparent mechanism for representing the interests of businesses, communities, and associations. The discussion highlighted that identifying a problem alone is not sufficient to advance change. Effective advocacy requires well-developed solutions supported by data, analytical evidence, and a clear understanding of regulatory procedures.
Participants also discussed the importance of local experience in improving public policy. Communities are often the first to encounter shortcomings in existing regulations and are therefore well positioned to develop practical proposals for improvement.
The issue of community resilience remains especially relevant in the context of Ukraine’s recovery, limited resources, and the ongoing process of European integration. Under these conditions, the ability not only to identify problems but also to effectively translate them into actionable decisions through existing public institutions becomes increasingly important.
