Lobbying Law Adopted: A New Era of Transparent Engagement with Government
On March 12, 2024, the President of Ukraine signed the Law “On Lobbying” — the first legislation in the country’s history to establish clear rules for legal interaction between business and government authorities. The law will enter into force two months after the launch of the Transparency Register, but no later than January 1, 2025.
The adoption of this law marks a significant step toward aligning Ukraine with European standards of public policy. It defines lobbying as activity carried out in the interest of a client in exchange for remuneration and requires public registration of such actions. The law introduces mandatory reporting, official registration of lobbying actors, and oversight by the National Agency on Corruption Prevention (NACP).
