The Cabinet of Ministers of Ukraine has expanded state support mechanisms for the livestock sector. The updated program now extends certain support measures to sheep and goat producers while also introducing additional opportunities for the construction and reconstruction of livestock facilities.
The amendments to the Procedure for the Use of State Budget Funds for the Development of Livestock Farming and Agricultural Processing broaden the list of breeding animals eligible for state support, extend partial reimbursement to sheep and goat farms, increase reimbursement for the construction and reconstruction of livestock facilities to 50% for agricultural producers relocated from frontline areas, and allow producers in 2026 to receive reimbursement for facilities commissioned in 2025.
According to the State Statistics Service of Ukraine, as of the beginning of 2026, the country’s sheep and goat population stood at 761.1 thousand head, representing a decline of nearly 30% compared to the pre-war period. The Government has identified the restoration of livestock numbers and the stimulation of investment in the sector as the key objectives behind these changes.
