On December 3, 2024, the Verkhovna Rada of Ukraine adopted a significant decision for the field of Government Relations: the entry into force of the Law of Ukraine “On Lobbying” was officially postponed until September 1, 2025. This provision was included in the Law of Ukraine “On the State Budget for 2025” (No. 4059-IX).
The decision responds to the need to ensure full technical and institutional readiness for the launch of the Transparency Register of Lobbyists, without which the key mechanisms of the law could not function effectively. It is expected that the register will be developed and launched by May 2025.
What Changes
- The Law on Lobbying, originally scheduled to take effect in early 2025, will now come into force no later than September 1, 2025.
- All key provisions of the law — including mandatory lobbyist registration, regular reporting, and rules of engagement with public officials — will take effect only after the register is launched.
- The business community has been given additional time to adapt to the new regulations and implement proper compliance strategies within their GR functions.
This postponement represents an important part of Ukraine’s commitments to the European Union within the framework of anti-corruption reforms and harmonization of national GR regulation with European standards.
